Family Resource Service Team (FRST)

The Family Resource Service Team (FRST) is an intensive, flexible, and creative service delivery system that does "whatever it takes" to keep children together with their families.


The FRST program provides individualized, needs-based assessment and counseling services to families who have been referred by the Brown County, Outagamie County or Calumet County Department of Human Services. The children and families referred to FRST are usually considered at risk for an out-of-home placement.


It is our mission to deliver individualized, needs-driven, responsive services, to any family member in order to avoid an out-of-home placement. Services are delivered within a variety of settings including the home, school and community.

In 2013, the Family Resource Service Team provided 5,612 hours of service to 135 families.
